Improving the efficiency of hot water heaters at home

The City of Vancouver regularly updates its building code requirements as technology improves and higher efficiency equipment becomes readily available.

Between Thursday, Nov 16 to Sunday, Dec 10, residents were invited to provide feedback on proposed changes to the Vancouver Building By-law that would require higher efficiency domestic hot water equipment in existing detached homes in two scenarios:

1. Home renovation over $75,000 would no longer be required to upgrade insulation and air-tightness, and instead would be required to replace existing hot water heaters with higher efficiency equipment (expected to begin in July 2024).

2. When domestic hot water equipment is replaced (expected to begin in January 2025).

"Higher efficiency" means equipment that is at least 100% efficient, which includes electric water heaters, electric heat pump systems, hybrid gas/electric systems, and high-efficiency gas heat pumps.

A series of exceptions are also being proposed to provide some flexibility in the early years of implementing the proposed changes.

The proposed updates to equipment standards would reduce Vancouver’s emissions by about 7,300 tonnes per year, every year once fully implemented (up to 22,000 tonnes per year reduction after three years of implementation, which is equivalent to taking 5,400 cars off the road).

Feedback collected during the engagement process will help inform regulatory changes. Results from this engagement process will be available with the staff report to Council in early 2024.

    Our engagement process was open from Thursday, November 16 to Sunday, December 10, 2023. Thank you to everyone who completed a survey, submitted a question, or attended a feedback session.

    Next steps are for staff to read and analyze feedback, and make adjustments to the regulatory policy. An engagement summary report will be included as part of the staff report to Council in 2024.

    Your feedback will be used to inform these regulatory changes expected to take place beginning in 2024. Results from this engagement process will be available with the staff report to Council in early 2024.

    Following a series of engagements from 2021 - 2022 on both space heating and hot water regulations, City staff brought forward two new regulations to Council, that were approved on May 17, 2022:

    • All air conditioning units permanently installed into detached homes are to be two-directional heat pumps (can provide both cooling and warming).
    • All renovations greater than $250,000 in value must include electric space and hot water heating upgrades.

    Two pieces of regulation included in the public and industry engagement process were deferred to 2023 and 2024, to allow more time to refine the regulations and conduct further consultations. These pieces included:

    • Time of replacement for hot water heating equipment in detached homes.
    • Time of replacement for space heating equipment in detached homes.
